Why such disparity in kWh rates?
I am relocating to area and have never had choices.
Do some companies have better service than others (outages, service time, etc.)?

So as I am moving into an apartment, in which direction should I go?

Robin, a deregulated electric utility market is much different than in a regulated market and it can be confusing….let me try and make it simple. Your electric utility is Centerpoint Energy in the Houston area. You will always have to use this company. They are the monopoly pole and wires company and because you only have one set of electric wires coming to your house you have no choice regarding this company. Centerpoint controls the fact that you won’t have an outage, that you get reliable dependable electric service, etc.

When you choose a retail electric provider like Bounce Energy, Spark Energy, Ambit Energy, Reliant Energy, TXU, and the many others you are making a choice in who will bill you for that electric service. These companies offer you either good or bad customer service, accurate billing, electricity rate prices, etc. Some are able to offer you a better rate because they bought their energy on the futures market and hedged at a low price in the market and in turn can deliver a substantially cheaper rate. Other providers offer a cheap rate without hedging their bets and go out of business. Some retail providers offer great rates, send you inaccurate billing, terrible customer service, and if the market turns on them maybe they did not hedge their energy investment and so they go out of business. If a company you chose goes out of business youdo not get to keep the super cheap electric rate you signed up on but must choose another provider at likely the new much higher price in the market that caused that too good to be true provider to go out of business in the first place.
